Nigeria and the United States have formalized a significant technical Memorandum of Understanding (MoU) aimed at bolstering their joint efforts in combating infectious diseases, including HIV/AIDS and Tuberculosis. This landmark agreement, announced by the Federal Ministry of Health and Social Welfare, underscores a commitment to enhancing disease surveillance, laboratory safety, and primary healthcare accessibility within Nigeria.

The pact signifies a strategic shift towards self-reliance for Nigeria’s health sector, with a long-term vision to gradually reduce dependence on external aid by 2030. Under the terms of the MoU, Nigeria plans to incrementally increase its health budget allocation, while U.S. government funding is set to decrease over time, reflecting a move towards trade- and investment-based partnerships.

This collaboration is the culmination of extensive cooperative efforts by both nations to build a robust health system capable of preventing, detecting, and treating diseases effectively. Nigeria’s commitment to health sector reform is further exemplified by the Nigeria Health Sector Renewal Investment Initiative (NHSRII) launched in 2023. This program employs a Sector-Wide Approach (SWAp) to unify efforts across all government levels, agencies, civil society, the private sector, and development partners under a cohesive plan.

A critical component of the MoU includes substantial financial commitments. Over a five-year period, from April 2026 to December 2030, the U.S. government will provide nearly $2 billion in grant funding. In parallel, Nigeria has pledged to allocate at least six percent of its executed annual federal and state domestic budgets to health, with projections to mobilize nearly $3 billion within the same timeframe.

The strategic focus of this partnership spans seven key areas: Surveillance and Outbreak Response, Laboratory Systems, Commodities, Frontline Healthcare Workers, Data Systems, Strategic Investment, and Technical Assistance. President Bola Tinubu has already incorporated these commitments into the federal government’s proposed 2026 Appropriation bill.

The federal government has expressed profound gratitude to the United States for its renewed dedication to strengthening health cooperation. This renewed commitment aligns with Nigeria’s national interests and its overarching goal of achieving greater health security and self-sufficiency.

Both nations have acknowledged the potential for adjustments, including pauses, extensions, or opting out of the MoU should progress be deemed insufficient.
