As 2025 concludes, Alhaji Abubakar Usman, the Secretary to the Government of Niger State (SSG), has emerged as a key figure in implementing Governor Mohammed Umaru Bago’s “New Niger Agenda.” Serving as the chief coordinator of government policies and programs, Usman has been instrumental in communicating and driving administrative decisions, reforms, and responses throughout the year. His work has focused on enhancing efficiency, bolstering security, transforming agriculture, and engaging the public, all while navigating significant challenges.
Usman played a pivotal role in restructuring the state’s executive branch. He facilitated the nomination of 30 commissioners, who were subsequently sworn in alongside 25 local government chairmen and other appointees. At the swearing-in ceremony, Usman stressed the importance of unwavering commitment from these new officials, stating that their dedication would directly influence the success of the “New Niger Agenda.”
In July, Usman spearheaded efforts to modernize agricultural practices by inaugurating a 22-member Livestock Development Committee. This initiative aims to enhance disease control and strengthen value chains, aligning with Niger State’s ambition to become a leader in livestock production and improve food security.
Security remained a paramount concern, and Usman consistently addressed critical incidents. Following security breaches at Ibrahim Badamasi Babangida University (IBBUL) in June, he announced its reopening in August after implementing necessary security enhancements. He also responded to the abduction of students and staff from a school in Agwara LGA, acknowledging the government’s sorrow and highlighting the need for adherence to safety directives.
Usman also championed civic engagement and transparency. He declared a two-day public holiday in late October to encourage voter participation in the November local government elections, which proceeded peacefully. Furthermore, he issued a warning in December against fraudsters impersonating officials to run fake empowerment schemes, urging public vigilance.
Earlier in the year, Usman led initiatives to explore the digitalization of government processes, signaling a commitment to more modern and transparent administrative practices. The dissolution of the Niger State Universal Basic Education Board (NSUBEB) in November, announced by Usman, was presented as a strategic move to improve efficiency and accountability in basic education delivery.
Usman’s end-of-year engagement with journalists, described as an opportunity to foster stronger government-media ties, underscores the importance of transparent communication. His consistent public statements and visible leadership throughout 2025 have positioned him as a crucial link between policy formulation and practical implementation.
