The Niger State Government has emphatically reiterated its unwavering commitment to fostering inclusion and upholding the dignity of Persons With Disabilities (PWDs) and those with special needs. This declaration aligns directly with the core tenets of the “New Niger Agenda” spearheaded by Governor Mohammed Umaru Bago’s administration, signaling a strategic policy direction aimed at ensuring no segment of the population is marginalized.
Alhaji Abubakar Usman, the Secretary to the Government of Niger State (SSG), made this significant announcement during the commemorative 2025 World International Day of Persons with Disabilities. The event, meticulously organized by the Empowerment Initiative of Persons with Disability Forum in Minna, served as a crucial platform to highlight the state’s dedication to this vulnerable demographic.
Representing the SSG, Permanent Secretary Political Affairs and Documentation, ESV James Bake, underscored Governor Bago’s vision of an inclusive government. He emphasized that the current administration is resolutely committed to leaving no one behind, a philosophy that extends robustly to individuals with special needs, ensuring their full participation in society.
The government’s proactive stance aims to significantly enhance the living standards of its citizens, with a particular focus on physically challenged persons. This commitment is tangible, extending beyond mere rhetoric to include the provision of not only political appointments but also permanent and pensionable positions for individuals with disabilities within the state’s public service.
Alhaji Usman articulated that the primary rationale behind these appointments is to unequivocally affirm the administration’s dedication to principles of inclusion and equity. During the commemoration, the SSG quoted, “Today, we join the global community to celebrate the International Day of Persons with Disabilities, a day set aside to promote dignity, inclusion, and equal opportunities for persons with disabilities and special needs.” He further added, “This day reminds us that disability is not inability. Persons with disabilities are talented, resilient, and capable of making meaningful contributions to our society when given the right support and an enabling environment. Inclusion is not an act of charity; it is a matter of justice, equity, and human rights.”
This powerful statement underscores the administration’s philosophical foundation: recognizing the inherent capabilities and rights of PWDs rather than viewing their inclusion as a charitable act. “As we commemorate this year’s Disability Day,” Alhaji Usman reassured, “I want to assure you that Farmer Governor Mohammed Umaru Bago led administration remains steadfast in its commitment to prioritising the needs of all persons with special needs.” This pledge reinforces the government’s long-term vision and sustained effort towards comprehensive support for the disability community.

These included the delivery of goodwill messages from representatives of various institutions and senior government officials, notably the Commissioner of Information and Orientation, Hon. Additionally, scholarly papers focusing on empowering persons with disabilities were presented, and awards were distributed, acknowledging contributions and achievements within the community.
