Palestinian security prisoner Mahmoud Atallah has been placed in solitary confinement following intelligence reports suggesting he was planning to incite riots within Israeli security prisons. The directive came from Israel Prison Service (IPS) chief Kobi Yaakobi, who ordered the immediate transfer after receiving information indicating Atallah’s intent to spark widespread unrest among inmates. This decisive action underscores heightened concerns regarding security and stability within the nation’s correctional facilities.
Female prison guards entered Atallah’s cell to implement what officials described as “immediate and severe” preventive measures, leading to his swift transfer to an isolation wing. Atallah is currently facing severe charges of sexual assault involving multiple female prison guards, a case that has drawn significant public and legal scrutiny. His placement in solitary confinement follows closely on reports that the five women accusing him are set to receive substantial state compensation, potentially millions of shekels, as part of a settlement agreement.
This development also re-emphasises the complex nature of Atallah’s incarceration, as he was previously slated for release in a potential January hostage-prisoner exchange. However, his release was ultimately opposed by senior Israeli officials, including IPS chief Yaakobi and National Security Minister Itamar Ben Gvir, who oversees the prison service. Their opposition ensured his continued detention, highlighting the sensitive political and security considerations surrounding his case.
Atallah’s case is intricately linked to the notorious Gilboa Prison “pimping” affair, a scandal that first emerged in 2018. This highly controversial incident involved allegations that several female soldiers serving as prison guards were coerced into sexual encounters with Atallah during his time incarcerated at Gilboa Prison. The accusations painted a grim picture of systemic abuse and exploitation within the prison system.
According to the grave allegations, these guards were effectively “pimped” out to Atallah by a former prison intelligence officer, Rani Basha. The detailed accusations described a coercive environment where the women were allegedly pressured into these encounters, raising profound questions about the moral and ethical conduct of prison staff and the safety of personnel. The scandal prompted widespread outrage and demands for accountability.
The “pimping” affair triggered extensive investigations into conduct within the prison system, scrutinising oversight mechanisms and the potential for abuse of authority inside Israel’s security detention facilities. The decision to isolate Atallah aligns with recent stark warnings issued by IPS chief Kobi Yaakobi regarding the escalating risks posed by security prisoners held in Israeli jails. Earlier this month, Yaakobi addressed the Knesset National Security Committee, expressing deep concern that many inmates had largely abandoned hope of being released through future hostage-prisoner exchanges. This perceived loss of hope, he cautioned, could fuel dangerous unrest.
During his testimony, Yaakobi explicitly warned lawmakers that this desperate situation could compel inmates to take drastic actions on their own initiative. These actions, he elaborated, might include concerted efforts to organise widespread prison riots or even attempts to orchestrate a mass jailbreak from facilities. The prisons chief delivered a particularly ominous assessment during the Knesset hearing, stating unequivocally that Israel’s prisons were “on the brink of something happening.” This stark declaration underscored the gravity of the situation and the urgent need for proactive measures to maintain order and security within the correctional system.
